Haseko today unveiled its refined vision for Hoakalei Resort, which includes transforming the previously planned marina into a unique oceanfront lagoon that provides expanded amenities and recreational opportunities that will appeal to a much larger portion of the population. All other elements of the project remain unchanged.
Creating a lagoon enables us to achieve our long-held vision of a vibrant waterfront community in a more timely and efficient manner, said Sharene Saito Tam, vice president of Haseko Development, Inc. The west side of the lagoon is estimated to be operational and open to the public by the end of 2015.
"Hoakalei Resort is unique among recent resort developments in explicitly pursuing a commercial strategy based on the maximization of the public goods benefit that its lagoon, shoreline and cultural amenities will provide to the public," said local economist Paul Brewbaker, principal of TZ Economics. "Combined short-run and long-run impacts of Hoakalei Resort development, including the effects of interrelationships between tourism and the rest of the economy, are more than $2.17 billion in total Hawaii economic output and more than 14,400 jobs of which 5,800 are permanent."
Features of the lagoon include a continuous pathway along the shoreline from One'ula Beach Park to White Plains Beach in Kalaeloa for walkers, runners and bicyclists; a protected shallow swimming area along the southwest edge of the lagoon, with deeper waters reserved for activities such as kayaking, canoeing and stand-up paddle boarding; public parking, restrooms and showers, and a promenade for easy access to restaurants, shops, and businesses along the waterfront; a canoe hale and sandy launch area for water sports lessons and training; and performance and spectator viewing areas that enhance the lagoon's role as a community-gathering place. Additional swimming areas will be built as the resort is developed.
The lagoon will have much less impact on the environment than the previously planned marina. The shoreline will not be breached, removing potential impacts on the ocean. Fossil fuel-powered equipment such as jet skis will not be allowed in the lagoon, resulting in fewer effects on water quality.
Work on the lagoon will begin once Haseko receives the necessary government permits and approvals. The company is currently revising its master plan and will conduct the appropriate environmental reviews of the plan.
Haseko is working with JJR, one of the world's leading waterfront designers, to develop the lagoon.
